If people get caught on a camera, the camera failed to do its job IMO, there should be clearly visible signs (like on the road in fluorescent paint you can miss), not a little sign post three miles beforehand. The whole point should be to get EVERYONE to slow down to reduce accidents in hot spots, not just the ones that happen to have some sort of road awareness.
Cameras behind road signs, hidden in hedges or behind trees are just a money making scheme that achieves nothing for road safety.
