video evidence of them whoring around the streets at xxxmph?! would be more effective if you caught them doing it when the kids were playing there too. Just gather together as much evidence as you can on video and send it off with a letter expressing your feelings towards the safety of the local kids etc and that you want to see some sort of speed calming action taken.

I think they'd probably put in speed bumps before they put a camera up though, unless it's a main road.
