The link you have posted simply tells us what we allready know, that it uses auction style bids and that we have a contractual tie to then buy within the ebay rules.

I totally agree with this, however what the issue here is that I want to ensure the seller is genuine before I part with the money. It is not a case of do I still want the laptop, it is a case of making sure it actually exists before I hand over money. The only way I can do this is by seeing the laptop with my own eyes at the time I hand over the money. The seller did not mention anything about not being able to collect. He simply put payment by cash, cheque or paypal!
