Default Boost Adjustment

Right I have a question I want answered if possible, I have an Idea what the answer might be and its probably not what I have done.

What is the correct way to adjust boost and why, before anyone starts lets assume we are talking about adjusting within the recommended limits of a given chip, and that the fuel system is capable as is the turbo.

So A few examples

1. Adjust the pre tension on the waste gate actuator till desired boost is acheived.

2. (cossies and rs turbos) adjust size of the restrictor in the bleed of from the amal valve.

3. Fit a bleed valve.

4. bit of a cost option this one, fit air injectors and get mapped to suit or fit an aftermarket boost controller of some kind.

Im sure the last option is quite possibly the best but also the most expensive, which of the other 3 is the correct way and as mentioned why.
