"At the Moderator's discretion" that's a moot point, as in the past Andy has shown little or any discretion and that's why he has so little respect from the majority of users.
but it is open for other moderators to speak to the mod who banned as to decide if it was excessivly harsh ..
so its not just cut and dried ...
if i thought banning phil for more than a month was harsh i would say so
