regards the proctive wrap, depends if you want cheap stuff that melts pretty easily or the good stuff, which you can only buy in 100m rolls. opps there goes you budget just on the briad. and you need at least for different size sleevings.

If you buy in bulk like i do yes you of course you can, but to joe public you wont see any change out of £100 i would imagine.
