Bill by 'handling it' I meant using it in general when I touch anything at work I ALWAYS have the appropriate PPE on - don't care what it is but I wouldn't have classed acetone as toxic in the quantities most people will use it in.
As you said toxicity level would be quantity related when assessed through COSHH IE 250ml would be low whereas 200 litre will be a different story
