You have folders that store temp files - script, jpegs/gif, ini files etc - these are to help windows when you revisit web pages - but the more you fill up, the more bogged down you machine will become.
but he said when he restarts the pc its all fine again ... what you have described would all still be on the pc after a restart

Some temp and temp process file will be purged on a shutdown as they might not be needed next time round the PC boots....
I would do a spyware scan as suggested aswell, and also the disk cleanup/defragment that K5SSY mentioned also
