Is it possible to make a CVH 2.0/2.1 litre?

I see a Zetec block is the same physical size and dimensions, so therefore is it not possible to bore a CVH block out to 86mm or whatever it is to achieve 2.0 capacity?

(for a turbo'd engine by the way)
