Ask him to send you a picture of the damage, and the packaging before you decide to do anything. If you are 100% sure it was fine when you sent it, then tell him to go claim at the post office for the sale price. He can show and invoice from printing off his ebay page. I've had a couple of people do that to me on ebay, but when i've asked for photo's, i never got none!.
