hard boot on Sierra cosworth 4x4

I apologize in advance for my pitiful English because I am French and I use a web translator.
I own a Ford Sierra cosworth 4x4 1990 blue-moonstone.
a my car for a few days starting difficult.
A cold when I put the contact for the start, the engine puts this property launches an engine speed I very very very low, sometimes limit caller.
I thought it might come from the probe temperature water (blue), I changed it but the problem remains the same.
The engine runs well on all 4 cylinders so it quoted no apparent problem.
slowed the valve has no operational difference whether connected or not. Are this the problem ?

The CTS (blue sensor) is used for fuelling.
The ISCV (white top) is what controls the engine speed, there is a base idle and it can raise it above this, when required.
However, does not affect the idle when up to temperature, if it does then your base idle needs setting up correctly. This would also cause problems when cold.
