hmm...
depends how much u want to do, u could strip off all underseal and paint, then etch primer, primer, stone chip and paint, then underseal/waxoil/mix of the two.
Or working backwards through those options to a point that you fancy. Think thats what most people do. Aid

It would be best to remove the underseal, and look for any signs of rust starting as theres no point painting over it as it would only come thourgh later. Lot of work involved though.

I'm just tidying mine up, providing the original stonechip is ok i'm cleaning, re stone chipping, hammerite (well smoothrite) and then a coat of colour. I'm not seam sealing anything as i've been told that if you cannot seal both sides of the join then you make things worse. Where the stone chip is damaged i'm removing it back to clean metal rust treating etch priming and then stonechip etc. I'm powder coating all the suspension and replaceing all the clips i can.

What i did was cleaned all the road crap off which was just hard work. I Bare metal'd the area's i knew were prone to rust, i also completely removed the underseal from the inner arches.
Car was then treated to a few coats of Hammerite anti-rust primer all over, then painted in red smooth hammerite. I still got to put fresh new underseal or stonechip to the inner arches then top coat them.
