XR3I White smoke from exhaust

Hi all just purchased a 1989 escort, it has white smoke on tick-over even when warm. There dipstick oil is still all clean no milkyness. Has the head gasket blown?

I'd say it has gone

is it using water?

take cap off expansion tank and look for air bubbles if present i'd say yes.
