Where can I get the correct tool to remove the fuel rail

You don't need a proper tool. Just cut a small length of cooper pipe and cut it down the middle.
You just push it into the spring clip then pull it apart

I used a small jubilee clip with the screw cut off and pushed inside, same idea as above
