Default Ford focus fan stays on

Hi guys a buddy of mine has a 00 or 01 ford focus estate. Think it's only 1.4 engine in petrol . Well problem is the car heats up and the fan comes on and stays on? This a common issue? Any ideas where we need to look to troubleshoot? She is not over heating?

Does it have air conditioning? Is it switched on? Putting the inside vents to windscreen position will also put the air conditioning on, thus running the cooling fan.

Could well be. What is the gauge on the dash doing?

There is also an underbonnet air temp sensor that is cable tied to the side of the battery box, looks like a bit of a bodge job but is supposed to be there. This will also make the fan run if left unplugged or damaged etc.
