Is there anywhere within DOS you can tell what region settings windows is set to?

Or if there is a way to temporarily change the date format within a bat file?

in dos u can change the time
in dos type time then it ask you for the new time

will work whether the date is in mm/dd/yyyy format or dd/mm/yyyy.

try this one open a dos prompt and type
del *.*
