how to get video saved from disc to puter

i have a camcorder disc (small one) that i want to put onto my pc, i can play it fine but i want to save it to my pc and edit/cut it into small sections to post on here, how do i do it

it's a 30minute mini dvd-r disc with about 9 mins of recordings on it. i want to cut 2 short parts out and post on here but dunno how
