It all depends on what site you want mate... What do you want it to do?
You will need hosting (I use http://www.34sp.com)
A basic program like Frontpage will get you started but I was lost when I first used Dreamweaver about 6 or 7 years ago now!
With WSYWIG programs you can get a general feel of what it will look like once it is updated...
