It would cool the charge air going into the intercooler by spraying that on it. So yes its true.

but by how much it will lower it is questionable. I dont think it will make that much of a difference to your 1/4 or 0-60 times (especially your 0-60 times, only a miracle would help that ) and any gain you might make could easy be lost with a poor launch, missed gear etc so the 3 cans you would have sprayed would be a waste (you would need about a can per run)

mine doesn't(correction didn't), but it does depend on how you spray it i have seen people just spraying it all over the front of the car and causing all sorts of problems
