Bleed valve confusion

Hi there, i`m a bit of a noob here, so bear with me...
Had an RS Turbo before, so i know a little stuff.
I bought an ERST about 2 weeks ago, its had some stuff done to it, like a cosworth group A dump valve??? attached to it, which was causing the car to idle erratically, so i took it off.
To cut a long story short ,its got a bleed valve connected, the amal valve has been completely bypassed, so the pipe from the actuator, goes into the bleed valve, and then through to the turbo, but on the bottom of the bleed valve is another outlet, which hasn't been connected.
Should a pipe come from this and go somewhere??
i have turned it fully clockwise to shut it off for the moment, because i have no idea how these work, and from reading websites and your posts, i think that was the best thing to do until i can get it looked at by a specialist.
Would it be better if i took the bleed valve out completely, and made everything go back to the amal valve?
Any help would be greatly appreciated!

dont close the bleed vlave!....it will give you no boost! bleed valves are fine so long as you dont mess with them!
and as for the pipe coming out of the bottom! its not ment to go anywhere as thats how it bleeds the air!..(correct me if im wrong)...wind it back out till ya get to around 7psi..then go see a tuner! to get fueling set up to match...or tune it and let it out a little!.

Theres too much debate about amal valves and bleed valves and which ones the best to run. I would like someone to come along and tell us which and why is the best????
