Talking to someone at work today and he was saying that Honda have developed a new fuel cell currently being trialled and this is why the government are thinking of changing to £ per mile and scrapping fuel duty and road tax because of the revenue they would lose. Don't know how true it is and it would be a long while before there were no petrol/diesel powered cars around but could this be the reason?
