Do all aftermarket breather vent to atmosphere ?

I would have thought they all need to or you would get a crank case pressure if it were closed system.

If you choose to install it venting to atmos, then yes.

If you choose to install it routing elsewhere, then no

You can route to the intake system, or exhaust ( although that could still be considered atmos )
