Default Shim inlet valves to manifold runners single-carb or body

Hi has anyone heard of shimming the inlet valves to the runners on a single-carb manifold for better balance ie. more lift on 1 & 4 to compensate for the extra length runners on those cylinders?

Does it sound like a waste of time? (not my idea)
