Front bumper side bits n bobs

I've taken the front bumper off the sapph to sort the loose rattle from the sides.
I've taken the 2 bolts out either side, they both have a flat washer then a yolk type washer and the plastic guides.
is this correct or am I missing something, most new kits with the bolt and guides don't have any washers in never mind these yolk type ones.
I thought I'd taken a pic to include but it's my finger tip not the parts.....

Thats been bodged, the metal washer should be in the bin, get a large repair washer and then cut a triangle into it, cut out the rot and get the washer welded onto it in the correct position then the plastic guide can be refitted or replaced with new then the bumper and bolt can be refitted.
