indicator relay? there isn't one

the flasher relay for the hazard lights is back behind the instrument cluster, it's a taller black relay

but if you have a 1.6 from 92 then it's probably one of the run out models that had lots of surplus wiring as they came with a high spec and a low spec loom from the factory

so many things could be plugged into it but in that area it's either going to be the dimmer rheostat or the one for the wiper intermittent setting

yes I have found out the relay is for the hazards because I pluged it out and they stoped working

the other plug tho has notting pluged into it and I think may have something to do with my problem for the lights when I turn them on I get power in one of the pins

Does your car make an annoying beeping noise when the lights are on and the doors are open?

Probably that then.
Either you don't have that beeping box in the UK, or somebody took it out, but that's my guess.

It's the noise box connector, there's nothing else there besides this and blinkers.

Sounds like there are some bigger issues in your car mate, if you checked all the fuses and relays already, you need to look at the fuse box bottom. It's not common for that to rot in Sierras(not as common as escort/scorpio anyway), but it if it's been without a lid for some time...
Also, if there's much rust around the car, the grounding points may have corroded away.

oh okay I understand now

yes im not getting any power to the top left fuse and its for lights no power coming to it
and there are two other fuses for lights that are getting very little power I was only using a face tester and the bulb was just about lighting up on them

if u look at the picture I have here you can see the ones I am talking about marked with tipex

- no 1 on left has no power

-and no 3 and 4 has very little

You can check if it's the power or ground that is weak, by taking the power from the fuse socket and ground from a good location(like the battery negative terminal).
Whichever is the case, I'm seeing so much brown there everywhere, that I think corrosion is your problem. Sadly I can't offer any better advice from this point forward, as never had to change or repair a fuse box myself.

Not strictly true...

You remove all of the interior of the car, half of the contents of the engine bay and then move all wires to the drivers footwell, undo the 4 little bolts and remove all the wires
