I have been offered a Cosworth ST block (inc pistons and crank) and head (only with inlet no turbo or manifold) for a fair price but wanted to know how easy it would be to tune as I heard bad things about tuning ST engines? Engine is going to be used in a kit car if that helps?

It's only the standard cars ecu that's the problem

you probably have the best cosworth block due to the oil squirt jets already installed as standard dan.
they will tune the same as any other cosworth engine ,as it was the later ford ecu that was the limiting factor on the st cars .go aftermarket ecu or the p8 / l8 ecu and the world is your oyster

 

Nothing wrong with the ST engine.

Just seems to be an aversion to tuning the eec-iv ecu.
