Default Lowering springs Sierra Cosworth with TUV papers

I know ebach have with TUV papers, but there is only until 1990
I know that Koni has with TUV papers but those are Approved with 150KW (204) HP
and 1992 4WD has 162kW 220HP, again a problem.
I know Apex has the papers(TUV). I have never read them, do not know what they say?
anyone know?
In Norway' the road authorities are looking for anyone who does not drive a Toyota Yaris

Then there are numerous types, what does all this mean, I understand it's chassis?
* BEF/BFGC/GBG/GBC/GB4 etc.

BFGC4 is 4WD


I can not understand that there is not a single lowering kit with TUV papers, the means that every 4 * 4 in Germany / Denmark / Norway with lowering kit is not approved
