Default Painting questions advice please

Hi

I was wondering on recommendation on painting the engine as I will be starting a project soon and once I have the engine gearbox etc i would like to give them a tidy and paint

And also what is the best way to treat rust

As far as I'm aware it just surfice so not to bad

Would sanding down p38 primer then spray be ok or need treating ??
