Powder Coating plastic
You can't powder coat plastic, as the process involves running a negative charge through part to be coated and a positive charge through the powder or something along those lines. One attracts the other and is then baked on.
Plastic isn't conductive so wouldn't work.

There is a way to powder coat wood and plastic as my DIY kit at home describes the process. The problem you will have though is that the powder needs to read 180 degrees in an oven for ten mins which would melt the plastic.
You would be better off looking at flocking, sounds odd but the finish would not be too far off, it is hard wearing, can be washed etc......try looking at Ron @thhe flock shop. He did a good job for me.
