What specifically do you need it for ?

A cheap meter covers about 90% of things you'd ever need a multimeter for.

A cheap AC/DC clamp meter is very handy for measuring DC current without having to mess about with wiring etc.

And for pulsed signals, a scope is really what you need. If you can pick up a second hand Snap On Vantage or similar unit, it makes a great all rounder.

I have a Rs meter bought through Mac tools . had it for a few years now . good all round meters and seem to be very reliable .

 

ive got fluke and i find it really good, but my mate just got one from snap on and its ace auto ranging you just plug it into the wires and it tells you everything.
