Insurers do give discounts for passing it i beleive.
Might be worth looking into, plus anything that makes someone more aware and safer behind the wheel is a good thing
If you can afford it/find one, then my bet would be a 100e. Lovely little things.
Renault 4? Triumph Herald?
Maybe a Trabant?
When I was looking at quotes, I found out that if I did the pass plus my premiums went up

Don't even bother getting anything interesting for your first one. Get something uncool and cheap to insure, Daewwoo Matiz, Fiat Sceicento etc. Get a years NCD under your belt and get something interesting/ a project next year.

a friend of mine has got his son a quantum kit car, apparently they are cheap to insure, looks quite cool for a first car, and its ford running gear

Classic insurance isn't offered to under 21's. Certainly not from anybody I've ever dealt with anyway
That's because many young drivers don't actually realise they can't drive properly yet but insist on believing they are Ken Block and wipe things out. To be honest if I was in the insurance business I would refuse to cover under 21's full stop and 25's for anything quick

Besides, I'd let the idiots drive anyway. See it as natural selection in progress.
Back on topic, how about a 2cv? I know they've not got the best reputation, but cant cost much to insure
