you would have to do it at a local dvla office, and apply for a log book at the same time

You can only do it at a dvla office if there is no current owner ie its been registered into the trade. If there is an owner of the vehicle on there file, it takes about 4 weeks to get a log book as they have to write to the existing owner to see if they have sold the vehicle. If there is an owner you will not be able to get a tax disc for it. I've been selling used cars for 10 years and havent found a loop hole yet to get round this so if you find one please let me know lol

Yeah you can tax it off the green slip if you have it.

I did once a few years back as per current laws by getting a letter from the former keeper to say they no longer owned the vehicle but had lost/misplaced the v5 then they ran a few checks and all was well.
Did have to apply for a new logbook and go to the big dvla to get it sorted, then back to local office to tax it.
A fair bit of hassle really and only worth it if your near Swansea or absolutely desperate to get it on the road.
If you know the former keeper though and it's in his/her name you could tax it online and pick the disc up when it comes through from them?
