Thought they had botched the wording on the MOT testers manual? Has it been amended since Jan? If not and they HID conversion is aligned correctly and has the right beam pattern then they have to be passed.
MOT rules say that a car fitted with HIDs MAY have washers, self levelling lights or self levelling suspension and that if fitted they MUST work. They don't have to have any of them to pass an MOT. The Construction and Use regs say that if HIDs are fitted they must have HID specific headlamp units, wash system and self levelling lights or self levelling suspension. I guess in the fullness of time they will correct the wording fuck up in the MOT manual but until then, they can't fail a car because of a lack of these items.
