maybe they had the inside powdercoated too which isnt what you want. if you powdercoat the outside you are good to go, wont get you any problems.
The paint on the inside flakes of and blocks oilways

I'm experienced powder coater for over 6 years. Don't do any prep work apart from rubbing it down and even then that should be the companys job. They will use a pretreatment that treats the metal before bonding the powder
I used nitromores on mine as it had been sprayed before. Cleaned it up and gave it a light sand. Used high temp spray and then a few coats of high temp laquer.
For the cost and hassle just get it powdercoated!

Hi mate saw that you wanted to paint your rocker cover, I done mine not too long ago.
This is how my bay was looking before I started buftying it up.

I stripped down the old paint using a wire brush drill bit which cost me like £4.. and used 180 grit wet and dry paper to prep the hard to reach bits

I then used etch primer in a can for a base coat - Cost me around £8

Used a touch up gun as it covers a smaller surface area

Then came base coat

And the laquer

Heres a few pics of it finished

Etch primer is fine to use, it sticks to the metal nice and you can get it smooth before you put down your basecoat. You dont NEED to lacquer it but I did it because its easier to clean and it makes the paint finish look much shiner!
Hope this helps!
