Default Play in steering

Ive got abit of play in the steering.

Went through MOT so its nothing major.
Just replaced track rod ends and theres no play in any of the suspention that i can see.

If you turn the steering wheel side to side very gently just like a 1/4 of an inch theres abit of play.
Wheels wont move but steering wheel does slightly as if its taking up slack before moving the wheels!
Is this the bushes in the rack?
Its hardly noticible but always thought the steering isnt as good as it should be.
Is there any obvious places to look first?

Mines off centre slightly but easily sorted. Tracking was done yesterday so i think its the bushes in the rack.
I was just wondering if there were any common faults with the rack?
