Default fact or fiction, MOT certificates

i was reading something on another website yesterday about that MOT certificates will no longer be issued, well how's that gonna work then, it might work for the government agencies, but you try selling a car, how you gonna prove youve got 12 months ticket, or prove the mileage over the years
