Default How To Adjust Actuator? (Pre-load)

I have recently converted from T2 to T3 and have encountered something that didnt happen on my T2. Basically my car doesnt seem to hold boost. It rises to 13psi and then drops down to 8psi. Ive read that adusting the Pre-load of the actuator may help but i cant seem to grasp what exactly it is and how to do it. To adjust boost i know you supposed to change the length of the shaft. (atm the actuator arm is tight over but it does not take alot of force to disconnect it) Am i correct in thinking that i need to shorten the shaft to make "pre-load" so the shaft has to be pulled to go over the wastegate (about 2-3mm). Sorry if it sounds like crap but im not a qualified mechanic but am trying to learn . Thanks for any advice and help. Jamie

it sounds like the actuator spring is on the way out, was it a new one or second hand when u bought it?
