Default Cosworth 4wd ps pump/pulley

Probably an easy one, but,

I've removed the bolts on the pulley on the power steering pump and it still won't budge??

It has a 9mm Allen hex in the middle, does this have to be loosened off as well??

I don't know how different it is to a 2wd pump but I removed my pulley yesterday coz it's buckled and i need to try and find another one.
It had the Allen key slot in the middle but I just removed the 3 bolts and it came off easily, on mine the Allen key bit is part of the actual rotating part of the pump and does not hold the pulley.

no it will just be stuck, the hole in the centre can allow dirt in/ rust to form, give it a tap with a hammer
