ideally you do not want a head lower than 138.68mm, however i have seen many many people use heads with a lower measurement.
The valve seats become dangerously thin with the low thickness of the head

When I bought my sapphire, ran a lot, but at idle was unstable and sometimes stopped, the distribution was broken 6 months later and remove the cylinderhead was really lowered the rectifier said he was out of measures and that they had worked hard to level up the valves up and have more camera compresion. thanks that I had my sapphire catalyzed the complete engine to use the cylinderhead.
Depends how much power/heat you are getting.
The seats can be pinned if the head is very skimmed so it doesn't have to be thrown, but as said seen much lower ones used without problem.
I think the "ford" figure was down to the fact they would be warranty jobs.

i seen a head on ebay which had been skimmed so much the valves had been milled.when i was wondering about head thickness i did a search and there was a thread and stu at msd had posted up pics and sizes of what was good or bad.it was quite detailed.
