Default setting up actuator/waste gate

after recently swapping my turbo for another fresh one i noticed the turbo was not making positive boost which was quickly dignosed as te waste ate being open all the time due to different mounting of the actuator , so ive adjusted the rod so that it is closed in normal position is this correct or is there any thing else i should of done or have i got it all wrong ?
the car does seem to come on boost late ?

set it so on the wastegate there is around half the dia of the hole (on the rod end on) to pull over the waste gate!
