Default Escort Rs turbo tune up needed

Hi,newbie here,I've bought myself an escort xr3i cab with a series one turbo engine.the car is a 1991. Although it seems to run really well it I couldn't feel the kick of the turbo....after finding out that boost for an Rs is running 8psi standard frm motosport develepment I checked my gauge and realised it's only reaching 4psi. After a browse under the bonnet I thankfully noticed there's a boost controller,tightened right up I assume this was the problem.turned it a few times anticlockwise and now running around 7 psi.I haven't turned it all the way because don't want it to come off. But I need more power....it can't be 0-60 in 8.1.I timed 3times 0-60 average when boost was shut off at 9.4.haven't timed it again since sorting boost.I have a k&n filter and full sys scorpion. I think I want to take it down motorsport developments/power engineering and get a stage one tune. I estimate bhp at 140 now with mods... What should I achieve with there chip and 31 actuator and tune up? Because in the site it says 180 bhp.I also want to buy an upgraded intercooler,does it have to be front mounted?or will a normal pace one do an equal job? Also where is the ecu on this car because apparently it's all ready been chipped but I don't believe that.... But need to check.many thanks

I had mine the same spec and was running 173bhp at 15psi with a stage1 chip, i also had a pace twin capacity intercooler which kept my charge temp nice and cool, but if you want
to run more boost and keep tuning then i would go for a front mounted.
saves you in the long term.
