water rising in header tank!

water rising in header tank!
it rising once u rev it,it gets warm after two mins max! its got all new gaskets ect, what could cause this?

possible head gasket? or does it go back down as it could just be circulating air up to the header tank!

just put a new FAI one on mate! yeah when the revs go down so does the water but rises once u rev it again?
