Traffic Census....
What are they all about?! They are all over Milton Keynes at the moment!!
I know they are you questions... But what about? And do you have to tell them?

Times frequency etc.
It's to determine traffic flow for building new roads, changing priorities at junctions, increasing capacity of roads.
Sometimes done just before / after Major roadworks to see if people avoided them or started using the route as a result of the improvements.
Traffic flows are also counted by sensors on /on the road and people sitting in cars all day at junctions counting them (good pay crap boring job).
If direct by a Police Officer you have to stop at a Census but as above don't have to say anything.

i got stopped once to answer some questions and told them hadnt got time to stop only to realise i was at the back of the que and had to wait to get out other end! :@

(Today 01-jul-2009) Got stuck in a tail back that ran 10s of miles from the A5 in Milton Keynes.
When I got the the Census zone (9:45am). The F***ers were sitting on their arses on deck chairs and not stopping anyone. But the dual carriage way had been lane restricted causing great inconvenience anyway.
As for not having to answer the questions. This maybe legally true but in reality it wasn't the case when I got stopped by another traffic Census in 2001. When I stated that I wouldn't answer the questions the woman brought over Pi....Police sc** muscle to scare me. I was younger then and naive. I answered the question but under duress. And what do they need to know with my annual income! (Q2, in 2001, was - How long does it take you to make this journey? Well a damn site quicker than on that day, in the order of an hour quicker, it's only a fricken 35min journey which took 1h 45mins!)
I hope a big articulated lorry comes on the opposite carriage way and jack knifes around the Census zone. That'll keep them busy.
