It could be a fleet special, with features removed to reduce the initial price.

As above, defo with wheel trims, but as far as im aware all mk3's had leccy windows as standard.

sounds like a police spec one mateor possibly i know other manufacturers do a taxi spec with no toys but not sure if ford do these.

I had a 58reg Fiesta (not the new shape) as courtsey car when my ST was in for a service the other week. Had a tape player, wheel trims and manual windows all round (5dr)

Anyway, yes, the Mondeo did have wheel trims. Was the LX model.
