Is there a reason why it has no ID?

Can it have an ID assigned to it?

 

i bought it with no id floors are unstamped started re shelling my crahsed one and didnt finish it of fully id can be assigned to it i think they siad dvla dont do Q plate any more so must be ag related plates not 100% on that
