Default Should Cosworth Pistons come level to the top of the block or above?

Mate of mine is rebuilding his cosworth 4x4 motor. Got new pistons got them fitted but he says the pistons at TDC just come above the block? Is this normal i would have thought they should be completely level.

they are supposed to protrude past the top of the block, it gives better squish properties than having them down the bore.
