Angry cossy wont rev

there is alway something wrong but this has me beat.
car just started to hold back while driving and then cut out it started again but it would just tickover and not rev. towed it home and same again would start but as soon as you touch the throtle it dies changed the plugs and fuel filter as i had some lying around.
put a gauge in the fuel line and it says 0.4 bar (5 psi ish)not sure how accurate the gauge is but does this sound ok.
help someone please

fuel pressure should be closer to 3 bar with the vac connected to the regulator 3.5 with the vac off so no 0.4 bar is a serious issue, pump mabe

Could be a regulator gone duff( you're gauge might be innacurate), so might as well try seeing if you can up the pressure by adjusting it.
I would first though CLAMP the return line, this will ensure you get all the pump pressure, see if it revs ok, don't keep clamp on, otherwise it will be VERY DANGEROUS.
WHEN WAS THE FILTER LAST CHANGED ?
As said pressure with vac on is 3 bar vac off around 3.5 but up to 3.7/3.8 depending on how good your engine is!!
A rewire of the fuel pump is also a good idea, whether it is the pump or not.
