What Makes A Vehicle MOT Exempt?

Seen some vehicle's are MOT exempt, i.e recovery vehicles and some old Green Goddess' in an auction and wondered why these are MOT exempt?

I had a cherry picker once (Ford iveco...BIG TRANSIT) that was mot exempt because it was classed as plant all you did was fill a form in the post office and jobs a good,n

Essentially, unless its a VERY old vehicle, its only a subset of vehicles that arent actually used for transport as such that are exempt.
