I'd like to do this, can anyone shed any light on if this is possible?
Basically, if I reboot my PC, want to load all of the stuff in one go rather than windows updates and numerous CD's to load/run

I think I know what you mean James - simple answer = no.
You could 'Ghost' your system, but you'd have to wipe the hdd, reinstall W98SE, apply all Windows Updates, install your packages then make the ghost disk from which you could then reinstall in one go in the future.
