With tyres on? with rattle cans? then...

Rub them down/or a good scuff with scotch bright, degrease, mask up, prime, top coat, laquer if needed

Let dry, demask and put back onto car

But id put masking tape around where the wheel nut goes on the wheel, to stop it getting chipped when doing the wheel back up

yer just sand them down with some 300 sandpaper, couple layers of primer, then the layers of black untill your happy there all covered, then a few layers of laquer to get them shiney!

thats how i did my s2 alloys, and they come up well

i used gloss black and looked very nice imo

nah, dont do the mattfinish, it'll look pikey and unfinished, also my top tip is to use filler primer as wheels usually hav scratchs and scuffs etc, it cuts down on prep time
